Mike and his team at County Action Restoration took excellent care of us when we discovered two leaks that had seriously affected two different areas of our home. Mike came out promptly to assess the damage and returned later to capture some additional information that he incorporated into a broader restoration plan. He was responsive throughout the process, patiently explaining how the work would be done and even drawing diagrams to illustrate the approach. When we realized that a big part of the plan would require waiting until the spring (to avoid freezing temperatures), Mike immediately suggested that we push ahead with a smaller carveout of the larger project so that we could bring one bathroom back online quickly in time for the holiday season. His team member, Dave, came out twice last week to complete that work and coordinated tightly with our longtime plumber to ensure everything fell into place swiftly and sequentially. Dave was outstanding and very personable, walking us through the work and discussing the various stages as he completed them. The end result is a bathroom that is not only fully functional but also so completely restored and polished that you would not know it required it a big repair. We are so pleased with the work and look forward to completing the rest of the project with Mike, Dave, and their colleagues this spring!

Mike McCullough and County Action Restoration helped us in so many ways when our cast iron sewer pipe broke under our house. Our house is built on a concrete slab with a sewer pipe 3 feet under the slab. Once determining the pipe was broken and causing the clogging, our plumber Tim Dean explained the only way to remedy the problem was to replace the cast iron pipe with PVC. To do that would entail cutting through the slab in the kitchen, rec room, pantry closet, powder room, laundry room and the front walkway. Tim suggested Mike McCullough and County Action Restoration. We met with Mike and quickly decided to use County Action Restoration for the entire project. Mike assumed the role of liaison with our insurance company as well as all the contractors and suppliers from slab demo and restoration to all new kitchen cabinets, counter tops, backsplash, flooring (tile and carpet), painting all rooms, and remodeling. Mike’s liaison with the insurance company was huge and resulted in virtually the entire project being covered by insurance. The only out-of-pocket for us were upgrades not covered by insurance. If you incur damage to your home from fire, water, falling trees, whatever, I highly recommend Mike and his team at County Action Restoration.

The staff at County Action went above and beyond to ease my stress during my time of need. Dave was efficient and polite answering all of my questions and doing the best he could possible in setting up the equipment in a way that wouldn't interfere with everyday interaction. When they made the repairs everything went smoothly and when they left they made sure the house was clean. I even decided to used them again to clean my carpets and my sofa. They're like a one stop shop! I highly recommend County Action.

Do This Right Now If a Pipe Has Burst

01

Shut off the main water valve

It is usually near the water meter, in the basement, crawl space, or utility room.

02

Turn off electricity

To affected areas at the breaker if water is near outlets, cords, or fixtures, and only if you can reach the panel safely. FEMA advises not to touch wet electrical equipment.

03

Stay out from under sagging ceilings.

Trapped water can bring them down without warning.

04

Open faucets

To drain remaining water from the lines.

05

Move valuables, electronics, and documents

away from the water.

06

Take photos and videos

Of the pipe, the water, and damaged belongings before cleanup begins

07

Call a plumber and County Action Restoration

We can coordinate both.

Why Burst Pipe Water Damage Spreads So Fast

Ceilings show water damage in stages. The earlier you act, the smaller the repair.

  • Yellow or light-brown stains and rings that grow over time
  • Peeling, bubbling, or flaking paint
  • Small cracks or spiderweb cracks spreading across the drywall or plaster
  • A sagging or bowed area, which can signal pooled water and a risk of collapse
  • Dripping water from light fixtures, vents, or seams
  • Musty odors or visible mold spots
  • Soft or crumbling drywall when lightly pressed

A sagging ceiling is an emergency. Keep people and pets out of the room and call us immediately.

Why Burst Pipe Water Damage Spreads So Fast

Pipes carry water under pressure, so a failure does not trickle; it floods. Water runs along subfloors, wicks up drywall, saturates insulation, and collects inside wall and ceiling cavities where it cannot be seen. Hardwood floors can cup and buckle, carpet pad can stay wet for days, and cabinets can swell.

Time is the biggest factor in the size of your repair. The U.S. Environmental Protection Agency advises that water-damaged areas and items should be dried within 24 to 48 hours to prevent mold growth. Professional extraction and structural drying are the fastest way to stay inside that window.

Why Pipes Burst

  • Freezing temperatures. The American Red Cross explains that water expands as it freezes, and no matter the strength of a container, expanding water can cause pipes to break.
  • Pipes in unheated spaces such as basements, crawl spaces, attics, garages, and exterior walls
  • Aging or corroded pipes, including older galvanized and cast-iron lines
  • High water pressure that strains joints and fittings
  • Failed supply lines to washing machines, dishwashers, ice makers, toilets, and water heaters
  • Shifting foundations or construction damage

Our Burst Pipe Water Damage Restoration Process

We follow industry standards and keep you informed at every stage.

Emergency Contact and Dispatch

When you call (610) 918-9698, a specialist confirms the water is shut off, asks which areas are affected, and dispatches a local crew with extraction and drying equipment.

Safety Check and Damage Assessment

Our certified technicians check for electrical and structural hazards, including sagging ceilings, then map the affected rooms and build a written restoration plan.

Plumbing Coordination

We do not perform plumbing work in-house. We coordinate a trusted plumbing partner, or work alongside your own plumber, so the pipe is repaired correctly and restoration stays on schedule.

Emergency Water Extraction

We use advanced pumps and industrial-grade extractors to remove hundreds or even thousands of gallons of standing water from floors, carpets, and lower levels. Fast emergency water extraction stops the spread and shortens drying time.

Moisture Mapping

Professional moisture-detection equipment shows how far water has traveled through subfloors, wall cavities, ceilings, and the floors below. This defines the true scope and supports your insurance documentation.

Contents Protection and Selective Removal

We move, protect, and inventory belongings. Contents can be cleaned and restored at our West Chester, PA headquarters. Saturated drywall, insulation, and carpet pad that cannot be saved are removed selectively, so we preserve as much of your property as possible.

Structural Drying and Daily Monitoring

Dehumidifiers, air movers, and air scrubbers target hidden moisture in walls, floors, and framing. Our structural drying typically takes three to five days, with daily moisture readings and equipment adjustments until materials reach a dry standard.

Cleaning and Antimicrobial Treatment

We apply disinfectants and antimicrobials according to EPA guidelines and product safety data sheets to reduce mold risk and remove odors at the source.

Reconstruction to Pre-Loss Condition

From drywall and flooring to cabinets, paint, and trim, we rebuild what was lost through our mitigation, reconstruction, and remodeling services. When water reaches the level below, we also handle ceiling water damage repair. If water collected downstairs, see our basement flood cleanup services.

We Protect Your Property, Not the Insurance Company's Bottom Line

Burst pipe claims often turn on the details. The National Association of Insurance Commissioners explains that homeowners policies cover damage from a “sudden and accidental” discharge from a plumbing system, and that frozen-pipe damage is often covered if the homeowner has taken reasonable steps to keep pipes from freezing. The NAIC also notes that if an insurer determines a homeowner neglected the plumbing system, the damage may not be covered. Clear, early documentation matters.

As an independent, locally owned restoration company, County Action Restoration works for you, without preferred-vendor pressure.

How We Support Your Claim

  • Thorough documentation: photos, moisture maps, drying logs, and contents inventories that support your claim

How to Prevent Frozen and Burst Pipes

Southeast Pennsylvania and Delaware winters put plumbing at risk. Based on guidance from the American Red Cross and the NAIC:

  • Keep the heat on when you travel, set no lower than 55°F
  • Let faucets drip slightly during extreme cold, and open sink cabinet doors
  • Insulate pipes in attics, crawl spaces, garages, and along exterior walls
  • Disconnect and drain garden hoses before freezing weather
  • Seal gaps and cracks around the home’s exterior
  • Know where your main water shut-off valve is
  • Install point-of-leak water alarms near water heaters and washing machines

Burst Pipe Water Damage FAQs

Shut off the main water valve, turn off electricity to wet areas if it is safe, and stay away from sagging ceilings. Then call (610) 918-9698. The faster extraction starts, the less burst pipe water damage your home will suffer.

The cost of burst pipe water damage restoration depends on how much water was released, how long it sat, how many rooms and floors are affected, and how much drywall, flooring, and cabinetry needs replacing. We provide a free on-site assessment and build estimates in Xactimate, so pricing is transparent and aligned with industry standards.

Often, yes. According to the NAIC, homeowners policies cover damage from a sudden and accidental discharge from a plumbing system. Coverage for frozen pipes may depend on whether reasonable steps were taken to prevent freezing. Confirm with your agent, and we will document the loss and work directly with your carrier.

Structural drying typically takes three to five days, depending on the amount of water, building materials, and contents. We monitor moisture daily and remove equipment only when readings confirm materials are dry. Reconstruction follows.

Yes. Water trapped in walls, subfloors, and ceilings can support mold growth if it is not dried within 24 to 48 hours. If you see spots or smell mustiness, our team offers mold inspection and mold removal services.

We do not perform plumbing work in-house. We coordinate a trusted plumber or work with your own, while our team handles all burst pipe water damage cleanup, drying, and reconstruction. You work with one point of contact.

Sometimes. Salvage depends on how quickly drying begins and how long materials were wet. Read our guide to wet carpet versus hardwood water damage repair.

Look for 24/7 response, IICRC-certified technicians, licensing and insurance, insurance documentation experience, and the ability to coordinate plumbing and handle full reconstruction. County Action Restoration offers all of these, with independent, locally owned service that puts your interests first.
